Find number of inactive app servers

How do I find the number/list of inactive(or all configured) application servers in an SAP instance at a time (not just active app servers) ?

I thought, I could call the FM 'TH_SERVER_LIST' and get that. But this lists only active app servers at a time.

I tried passing 0 in the FM for the parameter - ACTIVE_SERVER = 0. But that did not help.
